WCBA 14&U League Rules

 

 

 

1.00     POLICY 

 

1.1      Team rosters are due April 1st  to the League Administrator.  All league fees must be paid in full before May 15th.  An installment payment of $800 is due by April 1st.Failure of a team to comply with either of these stipulations will cause the affected team to be ineligible for league play until such time they are met. 

 

1.2      Only players, coaches and a scorekeeper will be allowed in the dugout.  Players may not climb or jump on fences or benches.  Players may not act in an unsportsmanlike manner during League play.  This includes derisive remarks directed at opposing teams, individual players or umpires before, during and after the games.  Throwing of bats or helmets may result in removal from the game.

 

1.3      Teams will not be allowed batting practice on the game field prior to the game.  Soft toss will not be permitted.  Each team will be allowed five(5) minutes of infield practice prior to the start of the game.  If games are running late the umpires may cancel infield practice.

 

1.4      All players must be in full uniform.

 

1.5      Age Restriction:  Players 14 years or younger on July 31st will be eligible. For the 13U division, 13 years or younger on July 31st. will be eligible.

 

1.6      No more than four (4) coaches will be allowed on the playing field (including dugout).  No coach may stand behind the backstop during the game.

 

1.7      The Home team is responsible for the official scorebook.   They must also see that the final score is reported to the proper official.

 

1.8      If a player or coach has been ejected from the game they must leave the game area, if they do not, they will be subject to disciplinary action by the Board, which could include banishment from the League if the actions of the player or coach warrant.

 

1.9      If a player is ejected from a game, they will serve an automatic suspension of one additional game.  The second ejection during the season will be an automatic appearance before the Board for further disciplinary action deemed appropriate by the Board.  Without the appearance of the player before the Board, they will not be permitted to participate in any further League play.  The appearance of the player before the Board will be at the next regularly scheduled Board Meeting.

 

1.10  If a Manager or coach is ejected from a game they too will serve an automatic one additional game suspension.  If the actions of the Manager or Coach that caused them to be ejected are severe enough (such as fighting) they could be banished from the League on the first ejection.  If they are ejected for the second time during the League season, they too will have to appear before the Board, at the Boards next regularly scheduled meeting.  They will not be allowed to Manage or Coach during a game until that time.

 

 

2.00     PLAYING RULES  -     Rules will be played according to the National Federation of State High School Associations Rule Book with the following exceptions:

 

2.1  SAFETY

 

2.1.1     Safety of the players is of primary concern.  On a play at any base it is the runner's obligation to avoid a collision.  If there is a collision between offensive and defensive players at any base, and the runner does not slide, the runner is out, unless it was deemed unavoidable by the umpire.  This rule is in affect in the immediate vicinity of the base in question.  If, in the judgement of the umpire, the infraction is flagrant, the runner may be ejected from the game.

 

2.1.2    Malicious contact by a fielder in the act of making the play will supersede rule 2.1.1. The runner will be called safe and the fielder ejected from the game.  Any malicious act before, during, or after a game will not be tolerated.

 

2.1.3     Jumping, hurdling, or leaping (but not diving) over a fielder are legal attempts to avoid the fielder provided the fielder is lying down.  If the fielder is not lying down, the runner will be called out.

 

2.1.4     Approved batting helmets must be worn by all batters, runners, on-deck hitters, and player base coaches.  Helmets must remain on until batter/runner/on-deck hitter/player coach is in the dugout.  One warning.  The second incident will cause that offending player to be ejected from the game.

 

2.1.5  All players must wear an appropriate cup type athletic supporter.   All catchers         must wear a hard cup type athletic supporter. All players who warm up pitchers must wear a catcher's mask. Failure to comply will result in removal from the game.

 

 

 2.2  GAMES

 

2.2.1     A game will be 7 innings in length.

 

2.2.2     The time limit is 2 hours.  No new inning will start after this limit has been reached.

2.2.3     A ten (10) run rule will be in effect throughout the League.  This means that any team leading by ten runs at the point a game becomes official will be declared the winner.  Any team ahead by twenty (20) runs at the end of two (2) innings will be declared the winner.

 

2.2.4     Protests will be allowed only on rules interpretations.  A $50 fee is due at the end of the game by the protesting team.  Loss of the protest will include loss of the fee.  If the protest is upheld, the fee will be returned.

 

2.2.5     In the event of a tie game that is called because of darkness during a weekday game or in a game during a league weekend tied after the time limit, the California Tie-breaker method will be used. Each team will start a runner at second base during the offensive half of their respective inning. The runner will be the player which made the final out of the previous inning.

2.2.6     League tie breakers will be the following:

 

1)      Season Record in Head-to-Head competition. 

2)      Playoff

 

 

2.3  PITCHING RULES

 

2.3.1     The maximum number of innings per week is 12 in the League. The week starts on Monday and ends on Sunday.   No pitcher will be allowed consecutive starts, regardless of how it falls in the week, or how many innings he has left in the week.  An example would be, if a pitcher starts the first game of a doubleheader on Saturday, he would not be able to start again until Sunday.  But he could relieve the second game Saturday.  He could feasibly pitch in all four weekend games as long as he has not pitched more than 12 innings total.   Please use discretion in staying within these rules, safety of the players should come first.  Tournaments are not counted in the innings/week.

 

2.3.2     One pitch constitutes an inning.

 

2.3.3     One pitch beyond the limitations set in this pitching rule will warrant possible forfeiture of the game.
